Cell division stops and the plant begins breaking down resources within the flower to use in other parts of the plant.
In all other cases, flower withering happens when the plant seals off the stem as a defense mechanism, stopping transport within the vascular system. This prevents further water loss through the flowers but also stops bacteria and fungi from moving to healthy parts of the plant. Once water and nutrient transport stops, the flower begins to wither and ultimately die.
